EXECUTIVE RESPONSIBLE
The Vice-President is the Executive Member responsible for the Gwich’in Services portfolio.

DIRECTORATE
The DIRECTOR oversees the department and reports to the Executive on the activities of the department. She is also responsible for providing the Human Resources function to the staff of the Gwich’in Tribal Council and the Gwich’in Social Cultural Institute. She maintains employee files, all staffing of positions as well as sits on various committees in the community regarding capacity development and community events. The Director oversees the Education Foundation and Professional Development initiatives.

EDUCATION & TRAINING
The MANAGER is responsible for the day-to-day operations of the Education & Training staff. She supervises the AHRDA Coordinator in Fort McPherson who provides services to participants accessing education and training programs. The manager is also responsible for administering the Aboriginal Human Resource Development Agreement (AHRDA), and working closely with our funders as well as groups and individuals that we fund.

The GTC EDUCATION & TRAINING COMMITTEE provides input and support to the Education and Training Department with regard to the program delivery of the Aboriginal Human Resource and Skills Development Strategy and GTC Education Foundation programs. The Committee also meets to make decisions on funding proposals, student requests and the development of the Education & Training plan.

Labour Market Programs
Gwich’in Tribal Council continues to partner with Aurora College, GNWT Education, Culture & Employment, Inuvialuit Regional Corporation and industry partners on community projects and/or college programs.

Employment Assistance Services
The Gwich’in Tribal Council along with ECE continues to fund the community employment officer positions with the Edhiitat Gwich’in Council and Tetlit Gwich’in Council. In addition, a Career Development Liaison position at the Inuvik District Education Authority is supported by the GTC.

Skills Development & Tuition, Books, Living Allowances and Travel Costs
Students who attend educational courses or programs receive one or a combination of these costs: tuition, books, travel costs or living allowances. As well, childcare for working or training parents received financial support for their day care needs.

If you would like to apply for funding from GTC Education & Training Programs, please download, complete and then fax your application to: 867-952-2238. Please ensure that you quote your four-digit Enrolment Number on the application form.

Notes:
Please ensure the following documents accompany your application:
- acceptance letter from educational institution;
- rejection letter from SFA (if applicable).

Short Courses - If you are applying for a short course, the application must be received 30 days prior to the start date.

CAREER DEVELOPMENT
The Career Development Officer (CDO) is key to our department as it is the first contact that our Land Claim Participants have with us when accessing programs that we offer. The CDO assists with resumé writing, job searches, career development, and applications for funding.

The CDO sits as a part of a career development team that involves the Department of Education Culture and Employment and Inuvialuit Regional Corporation in delivering career fairs and career week activities, just to name a few.

OFFICE MANAGEMENT
The Office Manager (Inuvik) – although from Corporate Services - provides many vital services to our participants and reports on them to the Director of Gwich’in Services. The Office Manager:
•     administers the Education Foundation programs,
•     administers the Bursary, Scholarship, and Graduation Gifts programs;
•     administers the Gwich’in Enrolment Registry; and
•     provides program support to the GHAP.

Bursary Program
Bursaries are available to all Gwich ’in Beneficiaries attending school on a full-time basis for a period of two months or longer. The amount of the bursary depends on:
•     length of studies;
•     year(s) of studies;
•     academic standing during the last semester; and
•     course load.

To be eligible, a student must be enrolled as a Participant (Beneficiary) under the Gwich ’in Comprehensive Land Claim Agreement, and submit:
•     a GTC Application for Funding (with Career Objectives, full financial information from all sources and budget information);
•     a letter of acceptance into a recognized post-secondary educational institute;
•     a letter of funding from your sponsor(s); and
•     a copy of your transcipts from your present or previous educational institute.

  • Restrictions on type of studies apply.

  • Scholarship Program
    Scholarships may be awarded to students who achieve an overall average of 80% in their program of studies for the year. To be eligible for a scholarship the student must submit an Application for Funding prior to the start of studies and meet the following criteria:
    •     Gwich ’in Beneficiary enrolled in the Gwich ’in Comprehensive Land Claim Agreement
    •     complete a full course load (5 course per semester)
    •     complete a full year of studies (8 months)
    •     submit original transcripts from educational institute attended
    •     complete an Application for Funding prior to the start of studies.

    ADMINISTRATIVE ASSISTANCE
    The Administrative Assistant is responsible for keeping us organized as a department. She issues enrollment cards to Participants; assists where needed; and keeps our Human Resource Database up to date. The Administrative Assistant is the main contact for the GHAP file.
